Rebuilding 3ds CIA from CDN

Since the Digital (and update+dlc) dats are deprecated in favor of the CDN dat (which does not contain a ticket), is it possible to generate the cetk to build it?

Yeah tickets can generate using the title keys list from the web/leaked title key algorithm. Titlekey/title key algorithm password/fake ticket files should be incorporated into the dat imo, like with the DSi CDN dat. If someone wants to take on that task, it should be reasonably easy to make a script to double check the existing data from the web against a CDN fullset and generate the those files.
