No-Intro 3DS Update/DLC CIA DAT

I ran across an internet archive of No-Intro 3DS Update and DLC .cia files.

From what I see in the current DAT for 3DS Update and DLC the preferred format is the 'raw' eShop files (if I understand that correctly).

My questions are, is this legit and if so, did someone take all the files from the DAT and then compile them into .cia files?

If you look at the bottom of the datomatic system list, you can see the DAT file for that set. I believe the datter may be compiling the CDN files into CIAs, but I don't know the details.

It says the datters are: Gefflon, Hiccup, u53r123.

Do you know how the original person is? I'd like to reach out to them.
