Why some Sega Genesis missing from dat?

Why some Sega Genesis games missing from no-intro's dat? This two games are missing from your database:

https://segaretro.org/Command_%26_Conquer

If they are not submitted at database because they are unlicensed games, why many other unlicensed games exists in database? Like this:

I don't know about Commando's....is it allready dumped? No information about that.

The command & Conquer you link to is the sega saturn version.

Yes "Commandos" is already dumped and exists in some ROM download websites.

and yes, I linked "Command & Conquer" wrongly to saturn version; Here is link to Mega Drive version:

But as you didn't dump those games, please mention it that it was obtained from the net.

I'm not really familiar with mega drive dumps. So maybe someone asks you a few more questions if needed.
Unfortunately there is no megadrive dumping guide yet.
