On this DAT, in clrmamepro you do the following:

Settings -> Compressor -> Un-tick OEM/ANSI Conversion.

There you go, it will now work for you I think. At least it did for me on the GP32 dat which included some chinese chars if my mind serves me correctly. Unfortunately the files might already be corrupt for you if you have had clrmamepro trying to fix them, so you might need to re-download them again.
Not work!!! ( I have re-downloaded them. )
By the way, it's OK on the GP32 on my system without setting.

Settings -> Compressor -> Un-tick OEM/ANSI Conversion
