First of all, it’s important to note that these are ROM Hacks. What this means is that a developer essentially used a pre-existing game in order to develop something entirely different. The game used for these titles was Toxic Crusaders, a game based on a cartoon with the same name.

So, they're bootlegs (or "repro", same thing really). Wouldn't be covered by no-intro then.
