Technically speaking, ROMS dumped from stuff like the Sufami Turbo and Super Game Boy are not games but BIOS (even if they bear the file extension from SNES games), since they are required either to emulate the add-ons themselves or the games that were made for them. So perhaps their names should be changed into something like this:

For a given system, [BIOS] is only applied to dumps coming from *system* hardware components. Dumps coming from media (carts/cards/whatever) for the system or third party peripheals, both types running *over* the system hardware, are not allowed to have this flag.
All of listed suggestions fall on described categories, so current naming is correct for them.

So basically, the [BIOS] tag only applies to firmware/BIOS that comes from the actual console hardware. While it does make sense, what about the PC-Engine/TurboGrafx CD Systems Cards? @Gary_Oak: I can't speak for systems that I don't know nor maintain. Proper naming should follow the described convention.
@ElBarto: [BIOS] is the only accepted pre-tag. I've not dealed enough with systems using the [Program] tag, but it should be moved to the Special field (last one), and carefully judge its application anyway. I think it's used when ROM it's not aimed at entertainment, but productivity, testing, etc.
