Why was this removed from datomatic???

For the same reason 3 "Fire Emblem" betas were recently removed from GBA: not documented enough material for which we only know for sure that it didn't come from physical media for the system. Under this circumstances adding it is not different than adding homebrew content.

Maybe, but for completely unreleased games we did never apply this rule - see Star Fox 2 for one or O.D.T. (N64). IMO it should be re-added.

I can't speak for additions in any system prior to me taking care of them. I humbly trust in the knowledge and good practice of past and present system maintainers.
Purposedly adding *any* kind of undocumented material to our DATs is against the spirit of this project. My opinion is that "Tommy Thunder" and any other content previously added under the same circumstances should be removed from our DATs.

Do we have documented 'material' backing up for example all of the 'carrot' releases?
All these were added as new dumps based on a trustworthy source, yet are any of these verified as good dumps - i.e. has there been a re-dump?
Adding a proto/beta based on findings/reports from a 'forum' post shouldn't therefore be treated any differently. 'Our' goal is verifying them as good dumps. If you run some emulation on 'Tommy', I think you'd be hard pushed to believe that this was PD code.

Says who? Seriously, you, and I, are not in a position to claim to know what the spirit of this project is. You're part of the high council, but you're not a founder. BigFred, who's been on the High Council forever claims the exact opposite of what you said. Maybe some discussion within your High Council is in order. To be honest all those discussions about basics are getting rather annoying (Country-tags, capitalization, beta roms, double verifications, etc.). If the project leaders themselves can't agree on these, how do you expect anyone to follow?!
