JRA PAT, what are they?
JRA: Japan Racing Association
These carts bundled with a modem and a special controller are most probably Horse Racing gambling games. But was it about real money or just virtual credits? Did it require some kind of registration at the Japan Racing Association?
What do PAT & SPAT mean? Is it the name of a race?
Please enlighten us.

SPAT is the name of another such system. I think it's also called Super PAT.
There exist also PAT devices for Famicom and Dreamcast.

I-PAT stands for Internet Personal Access Terminal. Internet and cell phone betting.
G-PAT is Green Channel Data Station Personal Access Terminal. Satellite betting I belive.
A-PAT seems to refer to the PAT members club. People with PAT accounts.
A second less feature full system called ARS (Audio Response System) is in place for use with analog touch tone phones.
No clue what S-PAT is.

I guess SPAT proly does mean Super Personal Access Terminal but I cant find any confirmation on that. It does seem to be a more advanced version of PAT. All hits I get on SPAT on Google list it as SPAT4. I assume that means revision 4 or version 4 or something to that end.

And here is a low quality picture of the modem instructions.
As you can see the modem is connected to the console second controller port, it has its own power supply and is connected to the phone wall port.
If someone has a higher quality version, lease post it here.

Anyway going on the ROM serial numbers I would say an SHVC-TJCJ-0 has yet to turn up. An updated version was probably released every year the service was available on the SFC.
It seems it was definitely about real money as most JRA and SPAT4 related sites link to Japanese banks.
