Question about the Action Fighter USA ROM for Sega Master System

The USA ROM of Action Fighter is named "Action Fighter (USA, Europe, Brazil) (En) (Rev 1)." Does this mean there is a USA version before Rev 1, or it's Rev 1 relative to its European release?

The Rev tag doesn't directly relate to the Region, but simply to sequential revisions of the game as such. In this case, the revisions in the database are:

Action Fighter (Japan, Europe) (En)
Action Fighter (USA, Europe, Brazil) (En) (Rev 1)

My interpretation (and someone please correct if wrong) is that the original version was sold in Japan and Europe, and then Rev 1 in Europe, USA and Brazil.
