I can't tell you what the exact difference is, but start up a GBA game using both of those BIOS's in VBA. They sound entirly different, for one thing, I think it's the TS2 one that we are all used to. My guess is that the other one was a beta version, or a developer's machine, or something. I don't know though, I remember discussing this year ago when the GBA first came out, and no one seemed to know for sure then either.
