Can save files be included?
Some dev carts contain interesting save files, but as far as I know there is no way to host them on Datomatic - could this change?

If it is for the SNES, I would put both the save and ROM image in the same zip file (along with explanatory readme).

I'm confused. Uploading ROMs in zips to datomatic? Or are you talking about uploading on ROM sites?

I think your both confused. Hiccup is talking about archiving the SRAM dumps with the ROM dumps in DAT-o-MATIC, while badinsults seems to talk about distributing both in a zip file and storing them in the same directory.
Personally, I find there is some appeal to archiving, but it's really an edge case. Right now that could be accomodated by adding both files to DoM and providing checksums for both while forcing the name of the save files, I think.

forcing = adding data to file's field "Native filename".
any file described there will go to datfile as it is, ignoring naming convention.
