1376 new CIA format Nintendo 3DS roms

Finally after nearly 3 months of painstakingly analyzing the CDN dat by hand, I've compiled a list of roms that are not included in the normal Nintendo 3DS dats. The resulting dir2dat is attached to this post. I've also sent it to shippa so he may upload it to the DOM if he chooses to.

All the cia are built from the CDN files that match the official No-Intro dat. Originally I was going to add them to the Nintendo 3DS (Digital) dat. That's where Virtual Console and eShop stuff seems to be. Would make sense for CDN stuff as well I think. But the amount of games grew bigger than the dat itself. Turns out there's a lot of games that have never been scene dumped. Here are my findings:

- 614 of the 1376 games are Virtual Console games and their revisions
- Skipped most (Video) titles, may add them at a later point
- Skipped most (Demo) titles, may add them at a later point
- Total encrypted size: 102 GB
- Total decrypted size is 59.7 GB with 7z compression. But there's no point in datting a decrypted cia because decrypting a cia produces a random hash every time
- some of the games in the official dat files are improperly tagged versions, I've tried to find and note these instances below
- I've tried to rebuild games marked as (b)ad dumps in the official dats
- there's some games that will not build from the CDN files. It's possible the files are incomplete, or my building tools aren't reading them properly

The following games are not properly tagged and are actually later revisions compared to what's available in the CDN:

Nice work. If these are built from the CDN format, then these should be added to the CDN dat as "CIA" format, with the file version field filled out with the title version from the TMD (like v0, v16, v32) etc.
